(08/17/06) - SCGA New On Line Score Posting System

The Southern California Golf Association is proud to announce a new online score posting system available thru www.scga.org. The new system will replace the existing SCGA Net Post system, which is the current online score posting program. The change will automatically take effect on Aug 17th, 2006.

All previously posted scores through Net Post will appear in your score file after the next handicap revision. These scores will not appear under the scores current month section for the remainder of the month. Please DO NOT repost previously posted Net Post scores.

The new online system will require you to re-register and create a new account. Re-registration will occur automatically when you log onto the site for the first time to post an online score, after the transition has been made to the new system. All prior password and information including the "favorite course" section has been deleted.

The SCG believes the new online score posting system will allow for greater flexibility as they introduce a server based handicap system in 2007 and begin to shape the future of handicapping in Southern California. Until the server based system is launched, the new online score posting system will continue to collaborate with their E2 posting system at the club to provide you with several score posting options. (11/12/05) - SCGA Index Monthly Report

The SCGA is now able to send all members their monthly file of twenty scores along with their new Handicap Index via e-mail. All members who provide the SCGA with their e-mail address will automatically receive the same information that is currently available at the golf course. (For information purposes, the SCGA has a long-standing policy of not selling their e-mail list.)

To sign up for this program, got to www.scga.org. Double click on the icon labeled "SCGA I-MAIL." This will take you to the enrollment form. Once enrolled, you will begin receiving the monthly index just prior to the first of the upcoming month.

(08/08/05) - Posting Scores

In auditing posted scores following tournament play, it appears that a number of our members are still failing to post their scores. Failure to post a score results in a penalty round being added to a member's index. Remember, a penalty round amounts to a posted round equal to the lowest handicap differential in the player's scoring record! There is absolutely no excuse for failing to post a round. Especially since our men's club has allowed members to post their scores on-line at SCGA.org if posting at the course in impractical. Remember, the purpose of the Handicap System is to make the game more enjoyable by enabling golfers of differing abilities to compete on an equitable basis. As a golfer's game changes, the system adjusts a player's Handicap Index up or down. The system disregards high scores that bear little relation to the player's potential ability and promotes continuity by making handicaps continuous from one year to the next. There is a breakdown in the system, however, if members do not post their scores. The basic premise underlying the USGA Handicap System is that every player will try to make the best score at each hole in every round, regardless of where the round is played, and that the player will post every acceptable round for peer review.

(11/05/04) - SCGA On-Line Program

The SCGA has just added an extensive on-line program to allow members to view their current file of 20 posted scores and displays a graph to track their index. Through the new SCGA member look up, the member will also be able to view their 2002 and 2003 scores posted. Another feature allows members to view scores posted during the current revision period that have not yet been reviewed by the Handicap Chairman. This will allow the member to confirm the posting of a score made before the new revision. This system will allow SCGA members to search by name or SCGA number. Rember, to log on go to SCGA.org. To post scores on the internet, you must first establish a paswrod on the section entitled "net post." Also, when logging on, do NOT put any dashes between your SCGA index number.

(07/08/04) - Scores Deleted

In the last month, there have been a large number of individuals who have had scores deleted from their handicap record because of errors they made when using the Net-Post function on the SCGA web-site. On almost every ocassion, it was due to the fact that the individuals pushed the "Enter" button more than one time. Please do not do this. Every time you push the "Enter" button, a score is posted. Should you have any questions on how to post your golf rounds on your own computer using the net-post function, please give me a call. Remember, these scores can be posted from any course in the United States, not just rounds played at Torrey Pines.

11. Handicap Procedures

All rounds of golf played must be posted. Posting may be done at the computer located in the Pro Shop if the round were played at Torrey Pines. Away rounds at other courses should be posted on their computers. In the alternative, all rounds played (including rounds played at courses outside of the SCGA) may be posted on the SCGA website at SCGA.org. It will be necessary to log on and establish a password before doing so.

11.1 Equitable Stroke Control

All rounds must be adjusted as per the SCGA equitable posting procedures which are as follows:

Handicap Index Adjustment

The Handicap Committee has the responsibility of making certain that a player’s Handicap Index reflects his potential scoring ability. Under certain circumstances, it may become necessary for the Handicap Committee to make adjustments to the player’s Handicap Index. The Handicap Committee has complete discretion to determine the amount of the adjustment.

A penalty score is a score posted by the Handicap Committee for a player who does not return a score or otherwise does not observe the spirit of the USGA Handicap System. A penalty round amounts to a score equal to the lowest round of the last 20 scores posted.

11.2.2 Failure To Post

It is the player’s responsibility to post an acceptable score as soon as practicable after completion of the round. Failure to post can lead to a penalty round being assessed by the Handicap Chairman. Repeated violations can lead to additional penalty rounds, handicap adjustment, tournament ineligibility or dismissal from the men’s club.

11.2.3 “Tournament” Posting

Most tournaments do not require the round to be posted as a “tournament” score. Major tournaments requiring a tournament posting are: [1] Club Championship, [2] President’s Cup, [3] Member Guest, [4] SCGA Better Ball Partners, [5] Spring Fiesta, [6] Fall Frolic, [7] Club Senior Championship, and [8] SCGA Team Matches. Most outside tournaments such as the City Amateur Championship and SCGA events must also be posted as Tournament rounds.

Player Manipulating Rounds

If a player manipulates his score to influence his Handicap Index, the Handicap Committee shall adjust or withdraw his Handicap Index, depending on the severity of the offense. Examples of manipulating scores include, but are not limited to:

  • Posting erroneous scores;
  • Stopping play before completion of the round to avoid posting score;
  • Not adjusting hole scores under Section 11.1;
  • Deliberately reporting more or fewer strokes than actually scored; or
  • Deliberately taking extra strokes to inflate a score.
